The second edition of the Nyéléni Europe Forum For Food Sovereignty will take place in Romania, Cluj Napoca, between 25-30 October 2016.

PARTICIPATE

Register in your national delegation. If you are already involved in activities related to Food Sovereignty in your country and you want to participate to the Forum, get in touch with the focal points from your country. The list of focal points identified so far is at the section 'Map'. Click on your country and find the contact persons; get in touch with them and register in your national delegation, in order to participate at the Forum.


FOCAL POINTS

Who are the Focal Points and what is their role in the Forum? 

Focal points are the contact people/organisations from every country or region from the geographical Europe and Central Asia. The list of focal points can be found at the section 'Map' of this website. Click on your country and find your focal point.

Focal points are directly in contact with the secretariat of the Forum, the working groups and with the Nyéléni Europe Forum Coordination Committee. The number of focal points per country varies from 1 to 3/4 people from different constituencies. 

The focal points will ideally fulfill a number of different tasks listed below:

  • disseminate information about Nyéléni as wide as possible among all the relevant constituencies;
  • help organize fundraising at national level for the delegation fee and travel expenses;
  • help organize preparatory meetings at national level;
  • identify and set up the national delegation for the forum based on the criteria for delegation composition
  • report back from meetings and processes at national level to the Coordination Committee;
  • collect information where needed to feed into the forum preparatory process;
  • help organize feedback meetings at national level;
  • help identify people at national level that can provide follow-up in the implementation of the work plans at national level after the forum;
  • appoint one person in the delegation to deal with external communication and spread information about the forum to the national press;

BUILDING and REGISTERING the NATIONAL DELEGATIONS

Focal Points should register the National Delegation.

Deadline 1 September.

The size of delegations will vary from country to country*. It will depend on the population of the country, but also on other criteria like the involvement of different constituencies, the number of topics dealt with in the country etc. Each country will be allowed to bring from 10 to a maximum of 30 people to the forum. This is only a guidance and will be treated flexibly.

Focal points should register the national delegation including the final number of participants and additional information like language skills, constituencies etc. to the Nyeleni coordination committee at the latest by 1 September 2016 (the more we know about your delegation, the better can we plan logistics, interpretation and methodology). Use the online registration form linked above and send it to info@nyelenieurope.net. 

When building a national delegation, the focal points must take into account the following criteria explained below:

  1. Representation of population (criteria of size of delegations)
  2. Representation of constituencies

1. Representation of population (criteria of size of delegations)

A. For countries with a population less than 1 Million: 10 delegates

B. For countries with a population between 1 Million and 5 Million: between 10 and 16 delegates

  • If active on more than 4 thematic axes: + 2 delegates
  • If more than 4 constituencies represented: + 2 delegates
  • If participated at first Nyeleni Europe forum in 2011 in Krems - Austria: + 1 delegates
  • If existing food councils/food sovereignty network in country: + 1 delegates
  • Maximum size of delegation: 16 delegates

Example Country X:
Basic size: 10 delegates

  • If groups are active on more than 4 thematic axes: + 2 delegates;
  • if groups represent more than 4 constituencies + 2 delegates;
  • if no one participated at first Nyeleni forum in 2011 + 0
  • if participants active in food councils/food sovereignty network in country: + 1 delegate

Total delegation: 15 delegates

C. For countries with a population between 5 Million and 20 Million: between 10 and 25 delegates

  • If active on more than 4 thematic axes: + 5 delegates
  • If more than 4 constituencies represented: + 5 delegates
  • If participated at first Nyeleni Europe forum in 2011 in Krems - Austria: + 2 delegates
  • If existing food councils/food sovereignty network in country: + 3 delegates
  • Maximum size of delegation: 25 delegates

Example Country Y:

Basic size : 10 delegates;

  • if groups are active at least on 4 thematic axes : + 5 delegates;
  • if groups only represent 4 constituencies + 0
  • if 1 delegate participated at first Nyeleni forum in 2011 + 1 delegates
  • if participants active in food councils/food sovereignty network in country + 3 delegates

Total delegation 18 delegates

D. For countries with a population more than 20 Million: between 10 and 30 delegate

  • If active on more than 4 thematic axes: + 7 delegates
  • If more than 4 constituencies represented: + 7 delegates
  • If participated at first Nyeleni Europe forum in 2011 in Krems - Austria: + 2 delegates
  • If existing food councils/food sovereignty network in country: + 4 delegates
  • Maximum size of delegation: 30 delegates

Example Country Z:

Basic size : 10 delegates;

  • if groups are active at least on 4 thematic axes : + 7 delegates;
  • if groups represent more than 4 constituencies + 7 delegates;
  • if 2 delegates participated at first Nyeleni forum in 2011 + 2 delegates;
  • if participants active in councils/food sovereignty network in country + 4 delegates;

Total delegation 30 delegates

2. Representation of constituencies

List of groups of constituencies:

  • Food producers: farmers/peasants, fishers, pastoralists, urban gardeners,Indigenous Peoples (where applicable)
  • Workers: agricultural and food workers, migrant workers, trade unions.
  • NGOs: Environmental, Food, Health, Development and Justice/Solidarity/HumanRights NGOs
  • Youth organizations
  • Women’s organizations
  • Organised consumers (e.g. Community Supported Agriculture), urban poor
  • Local economic actors for food sovereignty webs : cooperatives, transformers, people owned distribution, food sovereignty infrastructure, etc.
  • Others: artists, teachers, researchers, community groups involved in local food policy councils, representatives of local authorities.

Every delegation should have the following quota of representation of constituencies:

  • Minimum 30% Food Producers
  • Minimum 30% Youth
  • 50% Women
  • 50% Men

COSTS OF PARTICIPATION AT THE FORUM

Finance and national delegation fees

While the organizations who launched the call are very busy with fundraising to cover the costs of such a big and ambitious gathering, help will be needed from participants to ensure that the financial needs of the forum are covered. Therefore national delegations are requested to fundraise and contribute with a delegation fee of:

  • 1000 euro - for a 10 people delegation;
  • 2000 euro - for a 20 people delegation;
  • 3000 euro - for a 30 people delegation;

The fees will cover food, interpretation, the venue rent, prints, logistics for the venue, transport for field trips, support for national delegations from Eastern Europe. Delegation fee does not cover accommodation expenses.

The national delegation fees will be transfer to Eco Ruralis association through bank transfer. The national focal points of each country will gather the money of its participants and make only one bank transfer: www.nyelenieurope.net/donate. Eco Ruralis Association will provide written donation agreements, to serve as fiscal / accounting justifications. 

Higher contributions are more than welcome. These will go into a solidarity fund, which will be used to support countries having difficulties to finance their participation. Delegations, which have particular difficulties raising the funds (only from Eastern Europe and Central Asia) needed to cover the fees should contact info@nyeleni.europe.net.

Costs for participation at the forum:

Apart from the delegation fee, the delegation should, if possible, find funds to cover the travel of their participants.

We are kindly asking every national delegation to book its own accommodation.

The list of costs involved for national delegations (on top of the delegation fees) is:

  • International transport (to be calculated by the national delegations)
  • Local transport: 0,5 euro / 1 bus travel; 6 days of program x 2 travels / day x number of participants from the delegation;
  • Accommodation: between 10-20 euro / night / person at hotel.
